The project is a next-generation crisis communication and incident management platform, designed to enhance civil protection and emergency response coordination. It enables real-time notifications, structured event reporting, and multi-agency collaboration for firefighters, police, paramedics, military personnel, and other security forces. The system consists of a centralized web-based platform for emergency operators, mobile applications for first responders and volunteers, and a public alerting system for citizens. Developed as a continuation of EU-funded research (TRILLION – H2020 GA 653256), the platform improves traditional emergency communication by integrating geo-targeted alerts, multimedia-enhanced reports, and structured crisis updates. Successfully piloted in North Aegean Region, the solution is now operational and supports faster response times, better situational awareness, and a more coordinated disaster management approach.
Project Details
- Funding Program: North Aegean Region
- Project ID:
- Start Date: September 2023 – End Date: December 2024
- Funding : 75.000€
Key objectives
- Enhance Emergency Communication: Improve crisis communication between civil protection agencies, first responders, and security forces through real-time alerts and structured event reporting.
- Enable Multi-Agency Coordination: Facilitate seamless collaboration between firefighters, police, paramedics, military, and other emergency responders, ensuring efficient resource allocation and decision-making.
- Provide Geo-Targeted Public Alerts: Allow emergency operators to issue location-based notifications to citizens, providing them with critical safety information during disasters.
- Improve Situational Awareness: Integrate multimedia-enhanced reports (photos, videos, documents) and geo-referenced incident tracking, ensuring that responders have accurate, real-time information.
- Ensure Scalability & Adaptability: Develop a system that can be easily deployed in different regional, national, or international crisis management environments, supporting future integration with existing emergency infrastructures.
Key achievements:
- Successful Deployment in Civil Protection: The platform has been piloted and is now operational under the supervision of Civil Protection, proving its effectiveness in real-world crisis scenarios.
- Multi-Agency Adoption & Use: The system supports firefighters, police, military personnel, paramedics, and port authorities, enabling a unified approach to emergency response and crisis coordination.
- Real-Time Public Alert System Implementation: The platform provides geo-targeted notifications to citizens, complementing existing public alert mechanisms and ensuring that critical safety information reaches affected populations instantly.
- Advanced Incident Reporting & Coordination: First responders can now digitally report incidents, attach multimedia evidence, and receive real-time updates, improving situational awareness and response efficiency.
- Research-Driven Innovation & Expansion: Built upon findings from the H2020-funded TRILLION project, the platform extends EU-funded security research into an operational, scalable, and adaptable crisis management solution.
Key outcomes
- Improved Emergency Response Efficiency: The platform has reduced response times by enabling faster coordination between emergency operators, first responders, and security agencies.
- Enhanced Multi-Agency Collaboration: The system has bridged communication gaps between different emergency services, allowing firefighters, police, paramedics, and other agencies to work together more effectively.
- Increased Public Safety & Awareness: Through geo-targeted public alerts, citizens now receive timely and precise emergency notifications, helping them make informed decisions during crises.
- Digital Transformation of Crisis Management: The project modernized traditional emergency workflows, replacing manual and voice-based communication with structured, digital reporting and multimedia-supported updates.
- Scalable & Adaptable Deployment Model: The platform is not limited to a single region—it can be customized and deployed in different national and international crisis management frameworks, ensuring long-term impact.
Current status
The Emergency Notifications and Updates Platform has successfully completed its pilot phase and is now operational under the supervision of the Civil Protection in the North Aegean Region. The system is actively used by firefighters, police, military personnel, paramedics, and port authorities, enhancing multi-agency coordination and crisis response. While the platform is not commercially available, it can be deployed upon request by relevant agencies. Continuous improvements are being made based on real-world usage and feedback, ensuring that the platform remains scalable, adaptable, and ready for broader implementation in emergency management environments.
